Conservative lawmakers led by Thom Tillis are providing President Donald Trump an escape hatch on immigration, crafting a bill they call the conservative Dream Act that allows the president to meet what he clearly feels is the moral calling to allow these young people to stay while fulfilling a campaign promise to end an Obama-era program that shields young people brought here illegally as children from being deported.
